"This action would make available for private development up to six leases of public oil shale lands of not more than 5,120 acres each. Two tracts are located in each of the State of Colorado, Utah, and Wyoming. Oil shale development would produce both direct and indirect changes in the environment of the oil shale region in each of the three States where commercial quantities of oil shale resources exist. Many of the environmental changes would be of local significance, and others would be of an expanding nature and have cumulative impact."
