This report describes the progress to date of an effort to develop new concepts of management applicable to the US Bureau of Mines program of Energy Research. A system analysis task group was organized to identify principal problems associated with implementing a mission oriented research program and, in particular, to design a mechanism for determining research project priorities in terms of stated goals.
